Thanks for your interest in Freeciv. Each language Freeciv has been translated into has its own "primary contact" who manages it. You can find their contact information on the Translations page. If you want to contribute to a translation, first talk to this person so you two can work it out. If they don't reply to your mail, it's another question and you should post back here.
