You want larger cities with more trade.

• Put citizens on tiles with gold, silk, spice or wine.
• If citizens are on grassland, plains, desert or tundra, then build roads there.
• In a coastal city, build Harbour and put citizens on ocean.
• Make trade routes! A city builds Caravan or Freight, then sends this unit to another city that is at least 9 squares away (Manhattan distance, counting diagonals as 2 squares). Enable "City Traderoutes" in View menu to see your routes. Make as many routes as possible. Make short routes first, longer routes later.
• Become a republic or democracy, then set luxury very high, so that your cities celebrate and grow fast.
• If corruption is high, build Courthouse.
• If science is high, build Library, then University, then Research Lab.
• Learn Theory of Gravity, then build Isaac Newton's College. This wonder might win the game.
