[edit] Empire_Size_Step for Communism?

In 2.1.3, data/default/effects.ruleset doesn't specify an Empire_Size_Step for Communism. Does this mean that once a communist civilization has got over unhappysize+Empire_Size_Mod, it can continue growing indefinitely without any further happiness penalty? -- JTN 20:50, 9 March 2008 (UTC)
