in 2.1 despotism has 3 free units upkeep? If so, the manual needs to be updated....

which ones are "representative" ? It only is mentioned, that there is a difference between this and othere government forms, but which ones are these? -> maybe its only a language problem, my mother tongue is swiss german.

[edit] Communism in large empires
The chart shows communism has a 12/- size limit for worker unhappiness: i.e., a minimum of 3 workers are content no matter how large your empire grows. Is that accurate? Every other type of government creates more unhappy workers as the empire grows. 12.165.58.207 00:37, 5 May 2009 (UTC)
