I've fixed some ruleset syntax problems (mostly corrected civilwar nations) Latest version of my patch can be found from my servers page

Corrections to README are not part of my patch, so mentioning it separately here:

• "civserver --tiles fantasy" should be "civclient --tiles fantasy" (or "civclient -t fantasy" as short one letter parameters are used in other examples)
