Roman culture[]
With every free civ having the same city lvls, infastructures, and units, it is still a concern to roman culture. The culture inflicted to the game starts out in the flag. It being a red banner with a a double headed eagle in the middle marks great valor to the people. Then the city names are another case being used as sinces of victoy. The most important being that of rome.
