The Economy Reports shows total costs for city improvements as zero when under anarchy. The overview frame still show net income as the costs were real as in the other goverments. The number in net income doesnt affect to money spent in turn and building's costs are not subtracted. This happens only under anarchy and the net income has always been negative. 2.1.8 & 2.1.6 tested. Is there a bug or not?
