I'm asking myself what are the legality issues of using the current images, tilesets and icons that are including in freeciv for another game development. Is this possible? Is the game also need to be under GNU license?

Thanks for asking. You are free to use all the game content from Freeciv in your own GNU GPL licensed game.
If you want to use the content under a different license arrangement, please contact the artists or authors in question directly.
