How come the fog of war doesn't lift within city boundarys.

fog of war is in between total darkness of not explored stuff and visible space of your units and cities. cities cant lift the fog of war of anything unless it has been explored. on the newest beta version, you can set it so anything within the national borders is lifted and seen also.
