This is something that can be built only after acquring technology "airport"
To build this one needs to load an engineer on to a ship (can be transport, frigate or caravel) preferrably transport as it can load upto 8 engineers (more the engineers lesser the time required to build it) Then place transport on tile on which you want the buoy, they click on your engineer, from combat drop down list select "build base", from that select buoy. It takes number of turns to build buoy; make sure you sentry your transport on that tile untill it is completely built. You need to protect your transport from enemy sea units while buoy is being built.
USE - as seen in photo, it gives field of vision around itself. Without buoy water tiles appear dark and we do not know whether there are any units present in those tiles unless your unit goes in those/ near those tiles. In short it can tell us if enemy sea units or pirates are approaching your land without risking any of your own sea units.
DISADVANTAGES - Its availability is a big disadvantage. At the time of airport technology, war is either near its end or spacerace is about to begin, so building buoy and then using it is of limited use. Only useful when spacerace is set off and your civilization is involved in long drawn out war.
MY VIEWS - If this is available a bit earlier in tech tree - say time of discovering industrialization then this would have had real impact on game, eap island based games. (based on freeciv 2.3.0)
